Billy attended Thayer High School, and lived in the Winchester, NH area all his life.

He had served in the U.S. Army, and had worked for Raytheon Co. in Boston and Continental Cable Co. in Winchester. He enjoyed fishing, camping, bicycling, and off-road four-wheeling.
